This analysis profiles the demographic and labour market characteristics of Londoners who use a first language other than English in the home. In this report, these Londoners are referred to as ESL (English as a Second Language) Londoners. Previous research has highlighted the importance of English language proficiency affecting employment outcomes and social cohesion in Britain. However, there is a distinct lack of up to date quantitiative data about the issue in London. This preliminary analysis helps fill this gap by presenting what the Labour Force Survey (LFS) can provide in this important area. All LFS data data quoted relate to Summer 2003 and refers to adults.

Through the application of diversity indices it is possible to compare quantitatively diversity between areas within London with the rest of England and Wales. In the absence of any existing accepted single method of measuring diversity, this DMAG Briefing aims to explore the ethnic diversity of London’s population using 2001 Census data at a number of different geographical levels using an established diversity index used in a range of other disciplines.

This analysis has been undertaken in the light of debate about ‘ghettos’. But there is also a history of 100 years and more of huge population movements into and out of London. This work factually refutes the dire warnings about a future for London and other cities of different groups within the community not being part of a diverse society but segregating themselves and living in large ghettos dominated by just one ethnic group.
