This paper is in two sections.  Section one makes the case on clear methodology which can be applied to all 5 London Sport & Physical activity partnership for core funding allocations up until March 2009 and subsequently beyond.

The second part of the paper highlights some of the real challenges East London faces if it is going to firstly be on a level par with the other 4 London Partnerships, but also if it is to have real impact on the recently published Active People results and the lower level East London is starting from.
